TUNE, formerly HasOffers, is the platform a large share of the world's affiliate networks are built on. Where most tools in this directory help one brand run one program, TUNE is designed for the layer above: networks managing many advertisers and many publishers, and large advertisers running partner programs at scale.

Pricing starts at $1,500 a month on the Scale plan billed annually, covering 2,500 conversions a month, with a Custom plan quoted for anything above that. Both include partner payments, marketplace access, a dedicated customer success manager, campaign management with promo codes, advanced targeting across mobile, mobile web and desktop, advanced commissioning, real time reporting and partner APIs. Scale comes with email, chat and phone support; Custom adds direct developer team access.

The compliance posture is what enterprise buyers are paying for: SOC 2 Type II and SOC 1 Type II accreditation, GDPR compliance and proactive fraud prevention. Those accreditations are frequently a procurement requirement in financial services and subscription businesses, and they rule out most cheaper tools before the feature comparison even starts.

This is not a tool for a startup program. If you are launching an affiliate program for a SaaS product, the $29 to $99 tools in this section will serve you better. If you are building a network, TUNE is one of the two or three realistic choices.
